About Ted Kelly

Ted Kelly earned a bachelor’s degree in economics from Missouri S&T in 1977. He also holds a master’s degree in business administration with a focus on utility regulation and management from Indiana University, where he also worked as a career counselor for undergraduate business students.  For the first 19 years of his career, Kelly specialized in consulting services for electric and gas projects at Black & Veatch. He then joined Burns & McDonnell, where he had a distinguished 21-year career as senior project manager of Regulatory Services in the utilities sector. Upon retiring in 2019, he continued to consult with the company on regulatory issues, including presenting testimony before state regulatory commissions and delivering technical presentations at state and national utility industry meetings.
